How to pay for utilities in Tbilisi and Batumi

  1. Find out who supplies each service

    Each service has its own company and its own customer number.

    TbilisiElectricity is sold by Telmico (Tbilisi Electricity Supply Company), and the meters belong to Telasi. Gas is supplied by Tbilisi Energy and water by GWP (Georgian Water and Power). The cleaning fee is collected by Tbilservice Group. Telmico sends the electricity bill, and Telasi sends the bill for water and cleaning.
    BatumiElectricity is sold by EP Georgia Supply, and the network and meters belong to Energo-Pro Georgia. Gas is supplied by SOCAR Georgia Gas and water by Batumi Water (Batumis Tskali). The cleaning fee is set by Batumi City Council, and the bill is issued in the property owner's name.
  2. Collect the customer numbers

    You need the number to pay and to check for debts. It appears in the SMS and on the bill, so when you move in, ask the landlord for the number for each service. Telmico sends its SMS to the phone number or email address the owner provided. If there are no bills, Telmico will find the number from the address, the owner's name and their cadastral code or personal number: info@telmico.ge, +995 32 5 000 777 or 16 700 (paid line). Other suppliers: EP Georgia Supply on +995 32 247 22 77, SOCAR on 16 114, Tbilisi Energy on +995 32 240 40 04.

  3. Check for debts before you sign the contract

    For Telmico electricity, open "Payments" → "Utilities" → "Electricity" → Telmico in your bank's app and enter the customer number: the amount due appears automatically. SOCAR gas debt is shown on mygas.ge, via the USSD code *303# and on the 16 114 hotline. If there is a debt, ask the landlord to pay it before you move in: SOCAR may refuse to register a tenant until the accumulated debt is paid. In Batumi, a cleaning fee debt passes to the new owner if the previous owner has not paid it by the end of the month of sale.

  4. Decide whose name the bills are in

    The bill goes to whoever has the contract with the supplier.

    Leave them in the owner's namePay using the owner's customer number, and set out in the lease who pays for what. In Batumi, if the tenant does not pay the cleaning fee, the owner must pay it.
    Put them in your nameTelmico asks for a supply agreement, an extract from the Public Registry, the passport or ID card of the person signing the agreement, and the lease or, if there is none, the owner's consent. EP Georgia Supply and SOCAR ask for the owner's written consent. The electricity supplier may charge a tenant a deposit: Telmico bases it on the bill for the first full month, EP Georgia Supply on forecast average consumption, and the amount is recalculated after 6 months. SOCAR may also ask for a deposit when it registers a tenant. EP Georgia Supply returns the deposit within 10 days of the contract being terminated if there is no debt. With Telmico, the deposit stays on the customer account as a credit when the lease ends; if there is no debt, it is transferred to a bank account on application.
  5. Understand how electricity is charged

    Meters are read in the last 4 days of the month, and the SMS from Telmico arrives the next day. The rate depends on the monthly volume and applies to every kilowatt-hour, not just the excess. So in Tbilisi, 101 kWh costs 20.24 ₾, but 102 kWh costs 24.53 ₾. 300 kWh costs 72.16 ₾, and 302 kWh costs 86.18 ₾. In Batumi, 101 kWh costs 19.93 ₾ and 102 kWh costs 24.18 ₾.

  6. Allow for the cleaning fee

    In Tbilisi, it is charged for everyone registered at the address with the Public Service Development Agency, up to a maximum of 4 people. The number of people is shown on the electricity bill. If nobody is registered at the address and 20 kWh or more was used in the month, the fee is charged as for one person. In Batumi, a flat where people live without registration also pays as for one person.

  7. Pay before the deadline

    Telmico gives you 15 calendar days from the bill date to pay; EP Georgia Supply and SOCAR state the deadline on the bill. You can pay in your bank's app, at a terminal or on tbcpay.ge. With a foreign card, you can pay there for electricity, gas and water in Tbilisi and Batumi, and for cleaning in Tbilisi. After the deadline, the electricity supply is suspended; in Tbilisi, this also happens for water or cleaning debts. SOCAR cuts off the gas if you do not pay. If you pay off an electricity debt before 16:00 on a weekday or 14:00 at the weekend, the power is restored within 5 hours; if later, by 12:00 the next day. After three late payments in 12 months, the electricity supplier may require a deposit.

Tariffs for 2027

In the GNERC table, the electricity tariff period runs to 1 January 2027 and the water tariff period is 2024–2026. For gas, the sources differ: the release of 29 December 2025 says the tariff applies until 31 December 2026, while the GNERC table gives the period as 2026–2027. As of 29 September 2026, no decisions on 2027 tariffs have been made. At the end of December, check the tariffs section on gnerc.org.

GWP connection charges

On 7 September 2026, GNERC began investigating widespread high GWP charges. If it confirms that existing customers were billed a fee for connecting to the network, the fee will be written off. This does not apply to unauthorised connections. If you find such a line on your bill, call GNERC on 16 216.

Previous occupants' debts

The suppliers' rules do not say directly whether debts for electricity, gas and water pass to a new occupant. SOCAR may refuse to register a tenant until the accumulated debt is paid. Check for debts before you sign the contract, and state in it who pays them off. You can appeal a disputed charge to GNERC on 16 216.

Are electricity and water linked in Batumi?

In Tbilisi, the electricity is also cut off for water or cleaning debts. We found nothing in official sources on whether Batumi has the same rule. Pay all bills on time.
